HAZARDS AFFECTING LAND AREAS
Heavy Rainfall
• In the next 24 hours, heavy to intense with at times torrential rains will be experienced over Metro Manila, Romblon, Marinduque, Cavite, Laguna, Batangas, Rizal, Quezon, Camarines Provinces, and Mindoro Provinces. Moderate to heavy with at times intense rains are also likely over Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Albay, Sorsogon, northern Palawan, Aklan, Antique, Capiz, Iloilo, and Guimaras.
• Under these conditions, scattered to widespread flooding (including flash floods) and rain-induced landslides are highly likely especially in areas that are highly or very highly susceptible to these hazard as identified in hazard maps.Severe Winds
• Damaging gale-force to storm-force winds are likely to occur within any of the areas where TCWS #2 is in effect. This may bring generally light to moderate damage to structures and vegetation.
• Strong winds (strong breeze to near gale conditions) with occasional gusts will be experienced in areas where Tropical Cyclone Wind Signal (TCWS) #1 is in effect. This may result to up to very light damage to structures and vegetation.

Coastal Inundation
In the next 24 hours, storm surge of up to 1.5 m over several coastal areas of Quezon may result in coastal inundation which may pose threat to life and property. In addition, coastal areas of localities under TCWS, especially those at #2 may also experience coastal flooding due to hazardous surf conditions.

HAZARDS AFFECTING COASTAL WATERS
• In the next 24 hours, Severe Tropical Storm “JOLINA” will bring rough to very rough seas (2.5 to 5.0 m) over the seaboards of areas where TCWS #2 is in effect. Sea travel is risky for all types of seacrafts over these waters. Mariners without the proper experience should immediately seek safe harbor.
• Moderate to rough seas (1.2 to 2.8 m) will be experienced over the seaboards of areas where TCWS #1 is in effect and the remaining seaboards of Visayas. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.TRACK AND INTENSITY OUTLOOK
• On the forecast track, “JOLINA” is forecast to move over the Tayabas Bay and make another landfall in the vicinity of eastern Batangas this morning. However, due to the recent southwestward trend in the shift of track forecasts, the possibility of landfall in the vicinity of northern Oriental Mindoro is not ruled out at this time. Afterwards, the storm will cross the Batangas-Cavite area before emerging over Manila Bay tonight. This will be followed by another landfall in the vicinity of Bataan Peninsula. Frictional effects during its traverse of mainland Luzon will weaken “JOLINA” down to tropical storm category.
• “JOLINA” is forecast to emerge over the West Philippine Sea on tomorrow morning. Re-intensification is forecast to occur beginning tomorrow afternoon as the tropical cyclone moves west northwestward over the West Philippine Sea towards the southern China-northern Vietnam area.
• This tropical cyclone is forecast to exit the Philippine Area of Responsibility on Friday morning.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

2 Marijuana Couriers Arrested in Hot Pursuit OPS, Firearms and Explosives Seized, 1.2M Marijuana Recovered

Joint elements of Provincial Intelligence Unit (PIU) Kalinga PPO together with RID PRO-COR, RSOG, RPDEU, PDEU, Tabuk CPS, Kalinga PDEA, 1st and 2nd KPMFC, 1503rd and 1501st RMFB, EOD/K9 Kalinga, and PHPT-Kalinga apprehended 2 males who are allegedly transporting marijuana bricks to Metro Manila taking Tabuk City route on September 7, 2021 at Bulanao, Tabuk City, Kalinga.

Accordingly, a report said that operatives of PIU Kalinga PPO received information that a vehicle with conduction sticker VV 1195, gray Toyota Fortuner that came from Manila to fetch a certain “Victor”, arrested suspect and transporting marijuana.

The accused is from Loccong, Tinglayan, Kalinga who is said to be found at Dasmarinas, Cavite and listed Regional Top Ten Drug Personality.

The said information was relayed to all operating units since said person according to police record has a standing warrant of arrest for Violation of RA 9165 (Comprehensive Dangerous Drugs Act of 2002).

Operatives in their search spotted the vehicle at National Highway of Bulanao – Nambaran, Tabuk City, Kalinga particularly at Bakras, Bulanao, Tabuk City, Kalinga.

Upon verifying the vehicle and its occupants as their positive target, police operatives approached to serve a warrant of arrest of the suspect but while doing so the suspect brought out a firearm and pointed the same towards the operatives and the vehicle sped off towards Mapaoay, Ipil.

The police operatives pursued the fleeing suspects and repeatedly ordered them to stop. The suspects refused and fired upon the operatives prompting the operatives to return fire until the suspects lost control of their vehicle driving it towards the rice paddies where the suspect were subsequently accosted. “Victor” was brought to KPH for medical treatment due to gunshot wound while his companion was identified as an 18-year-old resident of Pacak, Agbannawag, Tabuk City, Kalinga.

Seized from the possession of the suspects were ten (10) pieces of dried marijuana bricks weigh more or less 10,000 grams with a Standard Drug Price of one million two hundred thousand pesos (P1,200,000.00), one (1) unit of Cal 9mm Smith and Wesson with one magazine loaded with 4 live ammunitions, two (2) hand grenade, cash amounting to thirteen thousand seven hundred fifty pesos (P13,750.00), one (1) black Samsung, one (1) black bag containing assorted documents, one (1) unit of Fortuner, dark silver with plate number attached VV 1195.

Onsite processing of the crime scene was undertaken by the members of the Kalinga Provincial Crime Laboratory Scene of the Crime Operatives while inventory of the seized items were witnessed by Kalinga PDEA, Kalinga HPG and IOC in the presence of Media and DOJ representatives.(PNP-Kalinga Provincial Office press release)

Regional Top Ten Drug Personality Busted, 53K Illegal Drugs Seized

A High Value Individual (HVI) who is also listed as Regional Top Ten Illegal Drugs Personality (RTTIDP) was busted for violation of RA 9165 or the Comprehensive Dangerous Drug Act of 2002, in an anti-illegal drug operation in Lower Magsaysay Avenue, Happy Homes, Baguio City on September 6, 2021.

According to reports submitted to the Regional Director Police Brig. Gen. Ronald Oliver Lee, joint operatives of Baguio CPO, RSOG, RDEU, RACU COR, PDEG and PDEA-CAR launched a buy-bust operation that resulted in the arrest of Troy John Cabatu De luna, 21, a resident of La Trinidad, Benguet.

Same report disclosed that De Luna and an undercover operative agreed to meet at the said place, where the suspect sold one (1) sachet of suspected shabu weighing 2.5 grams with PHP 17,000.00 Standard Drug Price (SDP).

During the course of his additional one (1) sachet of suspected shabu weighing 5 grams with SDP of PHP 34,400.00; one (1) sachet of suspected shabu weighing .3 grams with PHP 2,000.00 SDP ; one (1) small sachet of dried marijuana leaves amounting PHP 100.00 and the boddle money were confiscated from his possession.

Confiscated pieces of evidence were inventoried on-site witnessed by Barangay Kagawad Eduardo Paris Ora, Prosecutor Immanuel Jonathan Vergara and a media representative.

The suspect together with the confiscated pieces of evidence were brought to Baguio CPO Crime Laboratory for Qualitative & Quantitative Examinations and Drug Test. (PROCOR-PIO)

Filipino tennis star Alexandra Eala breezed through to the Round of 16 in the US Open Girls’ singles after besting hometown bet Charlotte Owensby, 6-3, 6-3, in New York on Tuesday (Wednesday, Manila time).

Bucking a slow start after a bye in the first round, the 16-year-old Eala went down 0-2 early but she shifted momentum by eventually taking the lead and winning the first set.

She again fell 0-2 in the second set but took the six of the next seven games to ensure the win.

In the Round of 16, she will face Michaela Laki of Greece, who won against USA’s Elizabeth Coleman, 6-0, 6-4, in the second round.

Eala is the lone Filipina juniors playing in the world tennis while another head-turner, Filipina-Canadian Leylah Fernandez is making waves after entering the semifinals with a win over Elina Svitolina in the women singles. Cagayan Covid-19 Update | As of September 6, 2021

Naitala ang 300 panibagong aktibong kaso ng Covid-19 sa lalawigan ng Cagayan mula sa 23 lugar nito ayon sa datos ng PESU kahapon (Sept. 6).

Ayon sa ulat ng Cagayan information office, nagmula ang pinakamalaking datos ng nagpositibo ngayon sa bayan ng Lal-lo na umabot sa 40. Dahil dito, umakyat sa 168 ang aktibong kaso ng naturang bayan.

Ang lungsod ng Tuguegarao ay nakapagtala naman ng panibagong 38; 34 sa bayan ng Baggao; 24 sa Iguig; 23 sa Gonzaga.

Samantala, ang bayan ng Baggao na kasalukuyan ding nakasailalim sa ECQ ay nakapagtala ng anim na Covid-19 deaths ngayong araw, habang tig dalawa naman sa Buguey, Peñablanca, Solana, at Tuguegarao City, at tig-iisa sa mga bayan ng Allacapan, Ballesteros, Gattaran, Lal-lo, Rizal, at Tuao. Sa kabuuan, umabot sa 20 ang nasawi sa virus ngayon sa lalawigan.

Nanatili naman sa 341 ang naka-home quarantine sa Tuguegarao City; 35 sa Claveria; 32 sa Baggao; 27 sa Solana; tatlo sa Lal-lo at Sto. Niño; dalawa sa Allacapan at isa Sa bayan ng Abulug.

Sa ngayon, mayroon pang 4,529 na aktibong kaso ang binabantayan ng probinsya sa 29 lugar nito, habang may 354 naman ang gumaling ngayong araw mula sa nasabing sakit.@admin

Top Most Wanted ng Cagayan, huli sa Baggao

Camp Marcelo A Adduru, Tuguegarao City – Makalipas ang mahigit isang taong pagtatago, naaresto kahapon sa Zone 6 Barangay Agaman Norte, Baggao ang suspek na Top 1 Most Wanted ng lalawigan ng Cagayan dahil sa kasong pagpatay.

Kinilala ang suspek na si Michael Valdez, disinwebe anyos, magsasaka at residente ng nasabing lugar.

Ayon sa ulat ng PNP Baggao, nangyari ang krimen noong ika-15 ng Marso taong 2019 laban sa biktimang si Jabes Cocoy, bente-otso anyos at residente ng nasabing lugar. Sinaksak umano ng suspek ang biktima gamit ang isang patalim habang sila ay nag-iinuman sa isang okasyon sa nasabing lugar. Bago ang insidente, nakipagkamayan pa umano si Cocoy kay Valdez at nagkaroon ng kaguluhan na hindi alam kung ano ang pinagmulan. Nagtamo si Cocoy ng tama sa kaliwang dibdib na naging sanhi ng kanyang pagkamatay.

Si Valdez ay naaresto sa bisa ng mandamuento de aresto na inilabas ni Presiding Judge Gemma Bucayu-Madrid ng Regional Trial Court Branch 1-Tuguegarao City noong ika-9 ng Agosto taong kasalukuyan sa kasong pagpatay at walang inirekomendang piyansa.

Ang suspek ay kasalukuyang nakapiit sa Baggao Police Station para sa kaukulang dokumentasyon bago dalhin sa korte na may hurisdikyon sa nasabing kaso.

TYPHOON “JOLINA” HAS EMERGED OVER THE SAMAR SEA AND IS NOW CROSSING THE ISLAND MUNICIPALITIES OF SAMAR PROVINCE.

At 4:00 AM today, the center of the eye of Typhoon “JOLINA” was estimated over the coastal waters of Sto. Niño, Samar. It has a maximum sustained winds of 120 km/h near the center, gustiness of up to 180 km/h, and central pressure of 990 hPa. It is moving West Northwestward at 20 km/h.

Within the next 12 hours, the typhoon is forecast to move over the Samar Sea and pass over or close to the island municipalities of Samar and the northern coast of Biliran before making landfall in the vicinity of Masbate (mainland or Ticao Island). Sa muling paglabas ng Biosurveillance Report ng Department of Health (DOH) Central Office, University of the Philippines-Philippine Genome Center (UP-PGC) at University of the Philippines-National Institutes of Health (UP-NIH), nakapagtala ng 279 na kaso ng Delta Variant, 29 na kaso ng Alpha Variant, 28 kaso ng Beta variant at 13 na kaso ng P.3 Variant o ang variant na mula sa Pilipinas. Mayroong 367 na samples ang naisumite upang ma-sequence noong ika-3 ng Setyembre. Mula sa 279 na bagong kaso ng Delta Variant, labing pito (17) ay mula sa Rehiyon Dos.
Ayon sa report na natanggap ng Regional Epidemiology and Surveillance Unit (RESU) mula sa Epidemiology Bureau (EB) ng Department of Health (DOH) Central Office, ang mga sumusunod na probinsya ay apektado ng naturang variant. Mayroong anim na kaso mula sa probinsya ng Isabela na nagmula sa Aurora (1), San Agustin (1) Jones (2) at Santiago (2). Nakapagtala naman ng tatlong bagong kaso sa Cagayan na nagmula sa Solana (1) at Tuguegarao (2). Muli ring nagkaroon ng Delta Variant sa Nueva Vizcaya na may limang kaso at ang mga apektadong munisipalidad ay Bambang (3), Quezon (1) at Bagabag (1). Pang huli ay sa Probinsya ng Quirino na may tatlong bagong kaso na lahat ay nagmula sa bayan ng Diffun.
Ang mga kasong nabanggit ay purong local cases at lahat ay tagged as fully recovered o gumaling na sa sakit. Patuloy ang agresibong contact tracing na kasalukuyang isinasagawa ng Regional Epidemiology and Surveillance Unit (RESU) sa pamamagitan ng kanilang Special Action Team (SAT). Muling magbibigay ng karagdagang impormasyon ang aming tanggapan kung kinakailangan.
Ang Kagawaran ng Kalusugan ay muling nagpapa-alalang panatilihin ang Minimum Public Health Standards (MPHS). Epektibo ang tamang pag-suot ng face mask at face shield. QUIRINO COVID-19 UPDATE | As of September 5, 2021

Base sa pinakahuling datos ng Provincial Health Office, nakapagtala ng animnapu’t dalawang (62) panibagong kaso ng covid-19 ang lalawigan, labing-isa (11) ang mga bagong gumaling mula sa virus at lima (5) naman ang binawian ng buhay.

Sa kabuuang bilang, 3,479 na ang COVID-19 CONFIRMED CASES ng ating probinsya, 404 dito ang ACTIVE CASES, 2,972 naman ang RECOVERED CASES at 103 na ang COVID RELATED DEATHS.

Patuloy na nadadagdagan ang kumpirmadong kaso sa probinsya kaya’t patuloy rin sa pagpapaalala ang Pamahalaang Panlalawigan na mag-ingat at sumunod sa mga health and safety protocol na ipinatutupad ng DOH at IATF, at kung maaari ay magpabakuna na upang magkaroon ng karagdagang proteksyon kontra Covid-19.
