Tropical cyclone bulletin no.11, issued at 5:00 am re: typhoon kiko this afternoon through tomorrow evening, heavy to intense with at times torrential rains due to the typhoon maybe experienced over the province.

tcws#3 is hoisted over the extreme northeastern portion of Cagayan (Sta.Ana), TCWS#2 over Babuyan Islands and the Remaining Eastern portion of Cagayan: Aparri, Camalaniugan, Lal-lo, Gattaran, Baggao, Peñablanca, Buguey, Santa Teresita and Gonzaga; and the rest of the Province TCWS#1.

Possible flashfloods and landslide are expected along low lying and landslide-prone areas.

Suspension of classes to public and private schools in all levels and work in government and private entity was declared effected 6:00 AM, 10 September 2021 until further notice, likewise liquor ban is imposed until typhoon KIKO will exit the area of responsibility (AOR).

TYPHOON “KIKO” SLIGHTLY WEAKENS OVER THE PHILIPPINE SEA EAST OF SOUTHERN ISABELA

Location of Center (4:00 AM)

The center of the eye of Typhoon “KIKO” was located based on all available data including those from Daet Doppler Weather Radar at 280 km East Northeast of Casiguran, Aurora (16.8°N, 124.7°E)

Intensity

Maximum sustained winds of 185 km/h near the center, gustiness of up to 230 km/h, and central pressure of 935 hPa.

Present Movement

West Northwestward at 20 km/h

Strong winds or higher extend outwards up to 230 km from the center.

HAZARDS AFFECTING LAND AREAS

Heavy Rainfall

• This afternoon through tomorrow evening, heavy to intense with at times torrential rains due to the typhoon may be experienced over Cagayan including Babuyan Islands, Batanes, and northern Isabela. Moderate to heavy with at times intense rains may be experienced over Ilocos Region, Cordillera Administrative Region, northern and central Aurora, and the rest of Cagayan Valley. Under these conditions, scattered to widespread flooding (including flash floods) and rain-induced landslides are possible especially in areas that are highly or very highly susceptible to these hazard as identified in hazard maps.

• Severe Tropical Storm “JOLINA” and Typhoon “KIKO” will continue to enhance the Southwest Monsoon, bringing monsoon rains over the western sections of Central Luzon, Southern Luzon, and Visayas in the next 24 hours. For more information, refer to Weather Advisory #3 for Southwest Monsoon issued at 11:00 PM yesterday and the 24-Hour Public Weather Forecast at 4:00 AM today.Severe Winds

• Winds may reach typhoon-force winds in strength within any of the areas where Tropical Cyclone Wind Signal #3 is hoisted during the passage of the typhoon. This may cause generally moderate to heavy damage to structures and vegetation.• Winds may reach gale to storm force in strength within any of the areas where Tropical Cyclone Wind Signal #2 is in effect. This may result to light to moderate damage to structures and vegetation.

• Winds reaching strong breeze to near gale in strength (i.e., strong winds) will be felt within any of the areas where Tropical Cyclone Wind Signal (TCWS) #1 is in effect. This may result to up to very light damage to structures and vegetation.

• It must be noted that as the typhoon progresses towards Extreme Northern Luzon, higher wind signals will be hoisted in some localities within Northern Luzon. Based on the latest track and intensity forecast, TCWS #4 remains the highest wind signal that will be hoisted for this typhoon.

• The enhanced Southwest Monsoon will bring occasional gusts reaching strong breeze to near gale in strength over the coastal and upland/mountain areas of the western sections of Central Luzon, Southern Luzon, and Visayas in the next 24 hours. Coastal Inundation

A moderate risk of storm surge reaching 1.0 to 2.0 m in height may occur in the next 24 hours. Rising sea water along with the high waves from the shoreline moving inland may cause flooding in the low-lying coastal localities of Batanes, Cagayan including Babuyan Islands, and Isabela. For more information, refer to Storm Surge Warning #1 for Typhoon “KIKO” issued at 5:00 AM today.

HAZARDS AFFECTING COASTAL WATERS

• In the next 24 hours, rough to very high seas (2.5 to 10.0 m) will be experienced over the seaboards of areas where TCWS is in effect. Sea travel is risky for all types of sea vessels. Mariners are advised to remain in port or take shelter in port until winds and waves subside.

• Moderate to rough seas (1.2 to 3.0 m) will be experienced over the eastern seaboards of Central and Southern Luzon. Sea travel is risky for those using small sea crafts. Mariners are advised to take precautionary measures when venturing out to sea and, if possible, avoid navigating in these conditions.

• Due to the typhoon enhancing the Southwest Monsoon, a Gale Warning is currently in effect for the western seaboards of Palawan including Calamian and Kalayaan Islands and Occidental Mindoro including Lubang Islands. For more information, refer to Gale Warning #2 issued at 5:00 AM today.

TRACK AND INTENSITY OUTLOOK

• Typhoon “KIKO” is forecast to move generally northwestward or north northwestward towards the Babuyan Islands-Batanes area. On the forecast track, the typhoon is forecast to pass over the coastal waters of northeastern Cagayan this afternoon or evening. Afterwards, the typhoon may cross the vicinity of Babuyan Islands and Batanes or pass within their coastal waters tonight through tomorrow afternoon or evening.

• The possibility of landfall over the northeastern portion of Cagayan is not yet ruled out. As such, the public is advised to continue monitoring for possible changes in the track forecast in the succeeding bulletins.

• After passing in the vicinity of Extreme Northern Luzon, “KIKO” is forecast to move northward for the remainder of tomorrow through Sunday afternoon and may make landfall in the vicinity of eastern Taiwan or pass within its coastal waters. The typhoon is forecast to exit the Philippine Area of Responsibility on Sunday afternoon or evening. Outside the PAR, the typhoon will turn north northeastward over the East China Sea.

• Typhoon “KIKO” is forecast to maintain that intensity until it moves past Extreme Northern Luzon. Further weakening will begin on Sunday as the typhoon begins to interact with the rugged terrain of Taiwan but will remain within typhoon category throughout the forecast period.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The next tropical cyclone bulletin will be issued at 8:00 AM today.

Suspected new drug dealer busted

Joint operatives of the various units of the Kalinga Police Provincial Office, and Tabuk City Police Station seized P6,800 worth of shabu and arrested one suspect in a buy-bust operation in Purok 1, Bulanao, Tabuk City, Kalinga yesterday, September 8, 2021.

Authorities identified the suspect a 35-year-old male newly identified Street Level Individual resident of Bulanao, Tabuk City, Kalinga.

Seized during the operation were two pieces transparent plastic sachets containing white crystalline substance suspected to be shabu weighing more or less 1 gram with an estimated Standard Drug Prize (SDP) of six thousand eight hundred pesos (P6,800); three pieces boodle money; one genuine one-thousand-peso bill; one red cellular phone touch screen; and one unit green and silver gray with tin lining Strada.

On site inventory of the seized items were conducted and witnessed by Media, DOJ representatives, and Barangay Kagawads of Bulanao, Tabuk City, Kalinga.

Arrested suspect will be facing charges for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.(PNP-Kalinga press release)

COVID-19 UPDATE | As of September 8, 2021

Base sa pinakahuling datos ng Provincial Health Office, nakapagtala ng dalawampu’t walong (28) panibagong kaso ng covid-19 ang ating lalawigan, at labingsiyam (19) naman ang mga bagong gumaling mula sa virus.

Sa kabuuang bilang, 3,628 na ang COVID-19 CONFIRMED CASES ng ating probinsya, 460 dito ang ACTIVE CASES 3,062 naman ang RECOVERED CASES at nanatili sa 106 ang COVID RELATED DEATHS.

Patuloy na nadadagdagan ang kumpirmadong kaso sa ating probinsya kaya’t patuloy rin sa pagpapaalala ang ating Pamahalaang Panlalawigan na tayo ay mag-ingat at sumunod sa mga health and safety protocol na ipinatutupad ng DOH at IATF, at kung maaari ay magpabakuna na upang magkaroon ng karagdagang proteksyon kontra Covid-19.

P1.2-M Marijuana Seized; Regional Top Ten Drug Personality Held

A farmer with a standing warrant of arrest for illegal drugs was arrested after operatives seized P1.2-M worth of Dried Marijuana bricks in a police chase and armed encounter in Bulanao, Tabuk City, Kalinga on September 7, 2021.

According to reports submitted to the Regional Director, PBGEN RONALD OLIVER LEE, disclosed that joint operatives of Kalinga PPO, RID/RSOG, PDEA, RMFB 15 and HPG has arrested the suspect identified as Victor Guimba, 36, listed as High Value Individual (HVI) and Regional Top Ten Drug Personality.

According to the same report, operatives received an information that a gray Toyota Fortuner from Metro Manila is in Tabuk City to fetch and get marijuana from the suspect.

When the said vehicle was spotted in Bakras, Bulanao, Tabuk City, operatives went to check the occupants of the car and confirmed that one passenger was indeed the suspect Guimba.

The operatives then served his warrant of arrest, however, they weren’t able to arrest him as the suspect pulled his gun and point it to one of the operatives, after which, he sped off his vehicle and drove towards Mapaoay, Ipil, Kalinga.

Operatives immediately chase after the suspect and asked him to stop the vehicle, but instead the suspect fired upon the operatives, this prompted the operatives to fire back.

The suspect’s vehicle then plunged into the rice field at the side of the road, while Guimba sustained a gunshot wound on his left thigh. The suspect was then immediately rushed to Kalinga Provincial Hospital.

During the operation, the police seized 10 pieces of dried Marijuana bricks with Standard Drug Price (SDP) of PHP 1,200,000.00; a unit of Cal 9mm Smith and Wesson with 4 live ammunitions; 2 hand grenades; cash; cellphone; bag with documents; and the vehicle used by the suspect.

Also, a minor who was with Guimba inside the car was rescued by the operatives and was brought to Tabuk CPS for proper disposition. (PROCOR-PIO)

Cagayan Covid-19 Update As of September 8, 2021

32 NASAWI SA COVID-19 SA CAGAYAN; PANIBAGONG KASO NAITALA SA 513 NGAYONG SETYEMBRE-08

Muling umakyat sa 32 ang bilang ng namatay ngayong araw sanhi ng Covid-19 sa lalawigan ng Cagayan dahilan para pumalo na sa 1,099 ang death toll ng lalawigan ngayong ika-8 ng Setyembre.

Ang anim sa mga nasawi ay nagmula sa Tuguegarao City na nanatiling epicenter ng virus sa buong Rehiyon Dos.

Mayroon ding apat na nasawi ngayong araw sa bayan ng Baggao kung kaya’t umakyat na rin sa 100 ang total death case ng naturang lugar; tatlo naman ang nasawi sa bayan ng Alcala; tig-dalawa mula sa Camalaniugan, Rizal, at Peñablanca; tig-isa naman sa mga bayan ng Abulug, Allacapan, Ballesteros, Buguey, Claveria, Gattaran, Iguig, Lal-lo, Lasam, Sanchez Mira, Sta. Ana, at Sta. Teresita.

Samantala, lahat ng bayan at lungsod ng lalawigan ay nakapagtala ng panibagong kaso ng Covid-19 ngayong Miyerkules. Isa na rito ang isla ng Calayan na pumalo na sa 50 ang aktibong kaso matapos madagdagan ng 29 ngayong araw.

Ang bayan naman ng Amulung ang nakapagtala ngayon ng pinakamataas na bilang ng nagpositibo sa virus sa bilang na 73. Sinundan ito ng Tuguegarao na 72 karagdagang aktibong kaso din; 51 sa Sta. Ana; 33 sa Gonzaga; 26 sa Allacapan; 24 sa Pamplona; 23 sa bayan ng Peñablanca.

Sa kabilang banda, umabot naman sa 306 ang mga pasyenteng naka home quarantine sa lungsod ng Tuguegarao, habang bumaba naman sa 54 sa bayan ng Claveria; 49 sa Alcala; 27 sa Solana; 15 sa Baggao;tig-tatlo sa Lal-lo at Sto. Niño; siyam sa Allacapa; isa sa bayan ng Abulug. Sa ngayon ay 467 pa ang naka-home quarantine sa lalawigan.

Sa kabuuan ay mayroong 4,687 ang binabantayang aktibong kaso ng Cagayan, habang 386 naman ang gumaling.
