Camp Marcelo A Adduru, Tuguegarao City – After almost six years of evading arrest, a sixty-year-old man charged with two counts of Rape finally fell in the hands of PNP authorities in Barangay Guinatan, City of Ilagan, Isabela in February 16, 2022.
The suspect who was regarded as the Top 1 Most Wanted Person in the City of Ilagan was identified as Elmer Constantino and a resident of Cabisera 23 of said city.
Police report revealed that the incident transpired in June 2015 and was only reported in February 2016 when the victim who was a minor was then discovered seven-month pregnant.
Constatino was brought to Ilagan City Police Station for documentation prior to his turn-over to the court of origin. Said suspect is facing charges for violation of Republic Act 8353 or Anti-Rape Law of 1997 in relation to Republic Act 7610 or Anti-Child Abuse Law with no bail recommended.
The warrant of arrest was served jointly by personnel of Ilagan City Police Station; Regional Intelligence Unit 2; 201st Maneuver Company, Regional Mobile Force Battalion 2; and Criminal Investigation and Detection Group-Cagayan. (PNP PRO2 PR)
